17 He returned to him. He was standing by his offering, he and the leaders of Moab with him. Balak said to him, “What has the Lord said?” 18 He took up his oracle and said,

“Arise, Balak, and hear;
    listen to me, son of Zippor!
19 God is not human, that he should lie,[a]
    or the son of man, that he should change his mind.
Does he speak and then not act,
    does he promise and then not fulfill it?
